Naomi Saba, a certified orientation and mobility specialist with Shore Collaborative, told the commission she had video showing drivers running red lights and stopping on or beyond the crosswalk at Crescent Avenue and Eastern Avenue during school arrival and dismissal.
"The footage that I have from today is heartbreaking," Saba said, describing children moving between cars and drivers failing to stop at walk signals. Staff and the commission said the intersection is part of a longer‑term reconstruction plan that will include improved pavement markings, signals and curb work, and they promised to prioritize reallocating crossing‑guard resources and to coordinate with police to target enforcement during peak drop‑off and pick‑up times.
Commissioners asked Saba to help narrow the peak window for enforcement; she said the problem was spread across the crossing‑guard shift but suggested roughly 7:30–9:30 a.m. and until about 3:30 p.m. in the afternoon. The commission said it would attempt to reallocate SRO/crossing‑guard resources and to explore adding a second crossing guard during the busiest windows while long‑term engineering work proceeds.
