Operations update: HR vacancies down, capital projects progress and county begins ADA PDF remediation

The Administrative Services Committee heard operational briefings covering capital projects, human-resources trends and a communications update on website accessibility.

Capital projects: Staff reported two ongoing projects—one in Crystal Lake and a coroner facility project on the east side of the campus. The coroner project requires a NICOR meter change and generator work; staff said both projects are tracking toward completion in time for the next committee-of-the-whole meeting.

HR and vacancies: Human Resources reported 56 open positions at the time of the meeting and said six people are starting soon, which will reduce vacancies to about 50. The HR presenter said turnover is highest in entry-level roles, including certified nursing assistants at Valley High and the health department. County unemployment was cited at 4.1 percent versus the state’s 4.6 percent.

Communications and ADA remediation: Communications staff said the county acquired an AI-based remediation tool (initial expenditure cited at $16,200) to make PDF documents and web content ADA-compliant ahead of statutory deadlines. Staff noted archived documents may be treated differently and that remediation may require additional staffing or vendor help; they are coordinating with the state's attorney’s office for legal and compliance guidance.

Committee members asked for a more detailed budget briefing on positions funded by grants (ARPA) and which positions will persist in the general fund after grant funding ends; staff said they will return with more specifics in a future meeting.
