Wayne County commissioners voted to approve a resolution allowing the county to map legacy JD Edwards account combinations to the new Oracle account combinations so purchasing can issue purchase orders and get vendors paid. The measure was moved by Commissioner Morecki, seconded by Commissioner Dobb, and the chair announced that the motion carries.
Commission staff told the commission that the county’s October migration to Oracle changed account numbers used in previously approved contracts; purchasing could not issue POs because existing commission resolutions reference JD Edwards account numbers. The temporary authorization lets staff apply a presented map of old-to-new account combinations to affected contracts so payments can move forward while administration identifies every impacted item. Staff said the resolution affects only account numbers, not vendors, costs or payment timing.
Deputy corporation counsel Sue Hamut confirmed the resolution is intended as a limited shortcut to avoid bringing each contract back to the commission for an administrative update; any contracts not corrected by the mapping will be returned to the commission for individual action. Commissioners and counsel clarified that the authorization is limited to contracts submitted on or before "tomorrow" (per the transcript) and that administration will verify account numbers on future submissions. Staff also said a report is expected back to the commission (the draft resolution referenced June 1) listing the items and contracts affected by this authorization.
The resolution aims to clear a backlog of vendor payments created by the chart-of-accounts change during the Oracle conversion. The commission’s approval allows purchasing to proceed while staff complete a county-wide reconciliation of legacy to Oracle account combinations.
