Chief Joe DiGiulio told the commission the city’s piggyback contract with the vendor used by Tampa had been terminated in Tampa and that Florida Department of Transportation (FDOT) guidance and recent county-court rulings affected where cameras may be placed. DiGiulio said the proposed agreement uses the same terms and conditions as the prior Tampa arrangement, including a five-year term and optional one‑year extensions.
Commissioners pressed staff on procurement strategy and contract length. One commissioner said a five‑year commitment should not tie future commissions to long terms and suggested shorter agreements or competitive procurement; staff said the prior piggyback contract’s five‑year term began at the vendor go‑live date, not contract execution, and that city staff could discuss adjusting the term with the vendor.
After discussion, the commission moved to approve the resolution; the motion passed 4–1 (one commissioner recorded a nay). The clerk announced the motion passed by a 4–1 vote.
What happens next: Staff will finalize the agreement consistent with the approved terms and report on implementation and potential go‑live timing; commissioners asked staff to consider shorter terms in future procurements when appropriate.
