Andrew Maroka of the California Air Resources Board (CARB) presented the 2025 joint natural‑gas emissions report produced with California Public Utilities Commission (CPUC) staff, saying the report shows a small year‑over‑year emissions decline and continued progress from the 2015 baseline.
The report, prepared under SB1371, lists statewide natural‑gas emissions for 2024 (quoted in the presentation as “2,407 standard cubic feet”) and states that figure is 2% lower than the 2023 estimate. Maroka said the 2024 total represents about a 41% reduction from the 2015 baseline, exceeding the CPUC decision target of a 40% reduction by 2030.
Maroka walked through system‑category changes year‑over‑year, noting that some categories showed increases while others declined (transmission compressor stations, meter counts and underground storage declines were cited). He said three approved 2015 baseline adjustments were issued during the 2025 calendar year and that those adjustments replace population‑based emission factors with leak‑based factors derived from EPA subpart W tables when utilities adhere to the mandated survey methodology.
Audience members raised a numeric discrepancy on one slide showing deltas for transmission M&R stations; Maroka acknowledged the comment and said staff would correct the slide prior to finalizing the presentation. Participants also noted intermittent audio issues in the Teams chat.
The presentation closed with CARB and CPUC staff planning to finalize temporal reporting revisions by March 31, 2026, and a reminder that corrected slides and appendices will be posted with the final report.
