Senate introduces new bills, adopts honorary resolutions and schedules committee work

During the Jan. 30 session the Senate received a House communication of passed House bills, introduced new Senate bills including SB 142 (affordable housing appropriation, emergency) and SB 143 (legislative ethics), adopted two honorary resolutions recognizing John and Debbie Rogers and the Lexington Opera House, and posted committee referrals and floor amendments.
The Kentucky Senate’s Jan. 30 session included several routine but substantive procedural items: communication from the House about House bills passed, committee postings, new bill introductions, adoption of honorary resolutions, and announcements about constituent events.
Early in the session the clerk of the House communicated that the House had passed several House bills and requested the Senate’s concurrence. The clerk later reported committee postings by the Rules Committee and referrals by the Committee on Committees to panels such as Agriculture and Economic Development, Tourism and Labor.
The clerk introduced new Senate filings on the floor including Senate Bill 142 (an act relating to affordable housing and making an appropriation, declared an emergency in the reading) by Senator Smith, and Senate Bill 143 (relating to legislative ethics) by Senator Chambers Armstrong. The clerk also announced that floor amendments had been filed (for SB 3, SB 34, SB 39).
The Senate adopted two honorary resolutions by voice vote: Senate Resolution 65 honoring John and Debbie Rogers of Somerset on their 50th wedding anniversary, and Senate Resolution 50 recognizing the Lexington Opera House on its 140th anniversary as a Lexington cultural landmark.
Members also used the floor for announcements: a senator announced Military Kids Day on Feb. 19 and provided contact details for reservations (Senate Clerk Donna Holiday, email donna.holiday@kylegislature.gov), and another senator publicized a Black History event at the Thomas Clark Kentucky History Center on Feb. 3.
The session concluded with a motion to adjourn until 4 p.m. on Monday, Feb. 2, 2026, when committee work and further orders of business are expected to resume.
