Senator from Oldham, explaining the bill, said SB3 would expand public access to budgeting and spending documents, require districts to post certain monthly and annual reports on their main websites and make available superintendent final-year gross pay, accumulated sick days and personal days. "The goal is simple, to ensure our education dollars are focused on student learning and student achievement," the sponsor said on the floor.
A committee amendment described as procedural was adopted by voice vote, and a floor amendment (floor amendment 2) that adds specific posting requirements for superintendent compensation and related records was also adopted before final passage. A prior proposed floor amendment was withdrawn by unanimous consent.
During the recorded vote, the clerk called the roll and afforded one member three minutes to explain a vote. Senator from Fayette explained his aye vote, defending Fayette County Public Schools’ budgeting decisions and saying emergency hiring and higher special‑education needs produced a midyear overage; he told the chamber the district still finished the year with a substantial surplus and supported the bill "because transparency is necessary when public funds are used." After roll call the clerk announced SB3 as amended passed (Ayes: 35; Nays: 1).
Supporters said the bill will give residents easier access to financial statements and procurement records so taxpayers can monitor district spending. The sponsor argued that making records more visible will correct misuse when it appears. Opponents did not press a floor amendment after the sponsor's explanations and the voice votes that adopted the amendments.
The next procedural step is enrollment and transmittal to the House (if required by Senate rules); no additional action on SB3 was taken on the floor before adjournment.
