Greater Harrison PSD says $31 million sewer project remains on schedule; ARPA draws to follow grant draws

Zach Dobbins, representing Greater Harrison County Public Service District, told the Harrison County Commission on June 4 that the sewer project budget is roughly $31 million and remains on schedule.
Dobbins said more than $14 million of the funding comes from a West Virginia Water Development Authority economic enhancement grant and must be drawn down before the county’s ARPA funds are accessed for construction. To date the project team has drawn approximately $4,000,000, and construction contractors on both plant and line work are active. Dobbins said Contract 1 (the wastewater treatment plant) is on a longer timeline due to equipment delivery and is expected to be commissioned late next year, while site and line work are progressing; the team anticipates being able to meet the December 31, 2026 grant deadline.
Commissioners asked about schedule, and the project team said the plant’s major equipment delivery dictates the critical path; they encouraged the county to reach out with any questions as pay applications and draw requests begin to arrive for substantial payments.
