County commission approves budget revisions, hears rail-trail and property updates

The Harrison County Commission approved a set of budget revisions for vital services, emergency management (OEM) and parks and recreation for fiscal year 2025–26 and moved several administrative items forward.
County staff explained that some cell-phone costs had been reallocated between line items, prompting commissioners to request a detailed breakdown of which departments and accounts pay for phones and tablets. "I believe that because they started paying the cell phone bill out of 711 instead of 712," staff said, noting past inconsistencies in accounting; commissioners asked staff to provide a department-by-department breakdown before the next meeting.
The commission approved a project fund requisition tied to bond proceeds for Charles Point and White Oaks improvements and approved budget revisions as presented by staff.
Staff reported by email that mapping for both sections of the rail trail is nearly complete and should finish by the first of the year, after which design and permitting can begin. Commissioners scheduled a pre-meeting with the rail-trail project manager to discuss details. An item on the Ellis property discussed a revised Army Corps permit letter for ten acres; commissioners agreed to a 09:45 work session and to invite CEC representatives to answer questions before the next meeting.
Schindler representatives are working on the courthouse elevators; staff will provide regular reports about repair status and replacement cost estimates. The commission approved travel requests for 9-1-1 staff and cybersecurity training for dispatch personnel.
No votes of policy significance were taken beyond routine budget and requisition approvals. The commission adjourned following a brief discussion of Christmas decorations and parade timing on the courthouse plaza.
