Lewis County commissioners approve multiple routine resolutions, set March hearing for Cowlitz County franchise

The Lewis County Board of Commissioners on Feb. 3 approved a slate of routine and deliberation resolutions by voice vote.
Kimberly Edminster of Public Works said BUD Number 1 of Cowlitz County has applied to renew its franchise for electrical utility facilities located in Lewis County road rights-of-way for a five-year term; fees have been paid and the board set a public hearing for March 3, 2026, with instructions to the Clerk to proceed with legal notices.
Reba Lester, Clerk of the Board, described the annual call for the newspaper of record (resolution 26-038) that would run July 1, 2026 through June 2027; bids are due to the clerk by 3 p.m. on Thursday, March 12, 2026. Lester also presented an update to the public meeting schedule (resolution 26043) required by state law and introduced appointments to the Fair Advisory Board (resolution 26044).
Alex Murray, Facilities Director, presented resolution 26-029 listing vehicles, equipment and personal property identified as surplus and requested authority for the Facilities Division Manager to dispose of the items by public auction to reinvest proceeds in necessary equipment and vehicle upgrades.
Brian Warren, Lewis County Bridal Shelter manager, requested lowering the adult dog adoption fee from $230 to $100 for Feb. 10–14 (resolution 26-040) to promote adoptions; he said prior reduced-fee events combined with social-media outreach helped find homes for animals.
Ryan Barrett, County Manager, presented two collective bargaining agreements (resolutions 26-045 and 26-046) between Lewis County and juvenile court units represented by Teamsters Local 252, effective Jan. 1, 2026 through Dec. 31, 2027.
The motions to approve the notice items, consent items, and the package of deliberation resolutions were each called and passed on recorded voice votes of 2-0.
