City Building official presented staff’s recommendation to delete the city’s added conditions — such as mandatory sprinklers when an alteration exceeds 50% of gross floor area or when gross floor area exceeds 5,000 square feet — and to default to the state’s code language. Staff said the changes aim to reduce unexpected costs and regulatory complexity for homeowners while preserving state code protections.
Mayor Pro Tem Frost and other councilmembers argued the change responds to resident concerns about construction costs and aligns the city with broader state policy; council discussion noted that many states do not impose local residential sprinkler mandates. Councilmember Merrill seconded the motion; the motion passed on a voice/roll call and the mayor declared the motion carried.
What’s next: The city will publish the ordinance amendment and the building department will apply the state code baseline for the specified residential scenarios. Homeowners may still choose to install sprinklers voluntarily.
