Womack recommended allowing a short oral presentation at the next regular meeting so SDRK can supplement its written filing.
City Attorney Francis said holding the appeal during a regular meeting would make it easier for all commission members to attend and that the commission’s rules allow the group a limited time to present. Commissioners discussed whether to grant 10 minutes (the policy default for a single group presentation) or extend that time. Commissioner Atwood and others argued the group might need more time; Francis and Womack said they had read the appeal and believed 20 minutes would be more than sufficient.
The chair moved to set the hearing for 02/17/2026. Commissioner Brady moved the motion, Commissioner Petrie supported it, and a roll-call vote recorded unanimous yes votes from Commissioners Aplis, Brady, Glisman, McCarthy and Petrie. The motion carried.
The commission emphasized that the 10-minute standard in policy applies to a single, designated group presentation but noted the chair could extend that time at the hearing. Francis and Womack said the commission is not required to respond on the same day and could table action to allow the city to prepare a response.
Next steps: SDRK may supplement its written appeal before the Feb. 17 meeting and will have an opportunity for the oral presentation time the commission grants; the commission will later consider any response or formal action.
