Board approves multiple facilities contracts, E-rate award and half-acre Cielo Azul land purchase

The Rio Rancho Public Schools Board of Education approved a package of procurement actions and a land acquisition at its Nov. 17 meeting.
Staff recommended United Private Networks, LLC (DBA Segura / UPN) as the highest-ranked offer for E-rate category 1 Internet access (RFP 2026-002-IT); the board voted to award that contract. Michael Baker said the district’s E-rate submissions benefit from federal funding covering a share of costs.
The board also approved multiple-award contracts to ensure rapid response and competitive pricing for facilities needs: integrated pest control (multiple vendors), electrical contractor on demand (multi-award), HVAC contractor on demand (multi-award), plumbing contractor on demand and glass repair and maintenance (single award to ASAP Glass LLC). Baker said multiple awards provide flexibility and responsiveness for repairs.
Separately, staff presented a proposal to acquire approximately half an acre from AMREP Southwest (appraised at about $22,000) to construct a future bus loop and parking to improve traffic and safety near a school; the board authorized the Cielo Azul purchase and delegated closing authority to district staff.
Each award was moved and approved by voice votes recorded in the meeting; staff indicated they will proceed with procurement steps and that additional technical and legal review has been completed for the land transaction.
