Board awards architect contract for Rio Rancho High School renovation

The Rio Rancho Public Schools Board on Nov. 3 approved awarding RFP 2026-001-FAC (architect services for Rio Rancho High School) to McLean + U Architecture and Design, clearing the way for design work on an anticipated multi-million-dollar renovation.
Michael Madrid, the district’s director of purchasing and chief procurement officer, described the evaluation process: eight proposals were received, the committee shortlisted firms, interviewed the top candidates and scored additional information before recommending the highest-ranked firm. "The requested action is approval of the evaluation committee's recommendation to issue award to the highest ranked offer, McLean + U Architect and Design," Madrid said.
Superintendent Cleveland had earlier described an anticipated overall project cost "close to $50,000,000" to replace roofs, upgrade HVAC and boilers, modernize electrical systems and lighting, improve drainage, upgrade fire-alarm and security perimeters, and construct a fine-arts addition that will include a new band room and repurpose the old band room for scene production.
Board members asked about timeline and phasing. A district representative said the design team will determine a phasing plan that balances construction with ongoing school operations, prioritizing exterior and non-occupancy-impact work first.
After questions, Board member Jeff Morgan moved to approve awarding the contract; on a voice vote the motion carried. Michael Madrid announced this will be his last board meeting before leaving the district for a position with the New Mexico Finance Authority; the board thanked him for his procurement leadership.
What’s next: the design team will be engaged to develop phasing and detailed plans; district staff said they will aim to minimize disruption to students while work proceeds.
