The Rio Rancho Public Schools Board of Education voted Nov. 17 to approve the district’s FY26 capital outlay project request covering athletics, facilities, transportation, security, IT and fine arts.
Patrick Martinez, executive director of facilities, outlined specific project requests: $800,000 for a replacement press box at the Rio Rancho High softball complex; funding to add a tennis court at Lincoln Middle School; a Cleveland High School locker room addition; $400,000 storefront replacements at Mountain View Middle and a parallel request for Eagle Ridge Middle School; design work for the Sierra Azul parking lot; and a transportation request seeking $3,000,000 to add 20 buses plus $60,000 for bus parking-lot design.
Martinez also listed security requests (about $200,000 for classroom locksets and $250,000 for battery-operated access-control locksets), IT intercom replacement requests ($1,000,000 for Roulanchor Middle School; $450,000 for Eagle Ridge; $350,000 for Vista Grande; $400,000 for Lincoln), and fine-arts/marching-band field upgrades (about $125,000 per site). Several items, including the Cleveland locker room, were noted as recent additions to the packet.
Board members asked for cost breakdowns and project justifications; Martinez said the submission to the state includes line-item cost detail sourced from design professionals and prior projects. Dr. Cleveland and other members emphasized safety and the operational importance of functioning intercoms. The board approved the FY26 request by motion and voice vote.
The FY26 request will be submitted to the Public School Facilities Authority and the legislature as the district seeks competitive capital funding; if awarded, individual projects will require subsequent scoping, procurement and construction schedules.
