Newport-Mesa trustees review SELPA, LCAP and budget amid warnings about state shortfall

District staff used the June 10 board meeting to walk trustees through the Special Education Local Plan Area (SELPA) local plan and annual budget, the Local Control and Accountability Plan (LCAP), and the district all-funds June budget.
Jeff Trader, interim chief business official, told trustees the state budget outlook includes a projected $12 billion deficit and possible cash deferrals that would worsen the district cash-flow window between July and December. "We were surprised by a significant drop of about over an $8,000,000 drop" in estimated actual property-tax revenue, he said, and urged continued monitoring and potential corrective steps to bring expenditures in line with revenue.
In separate presentations, SELPA staff explained special-education budgeting and services and noted that federal funding covered "a little over 5%" of special-education costs while the district general fund supplies roughly 74 percent. Staff also described the annual service plan coding and how specialized services are projected across schools.
Vanessa and the teaching-and-learning team presented the LCAP, describing alignment with board priorities, an emphasis on early literacy investments and a reported ~3,202 parent survey responses. The LCAP includes actions categorized as "for all," "for some," and "for few" with specific contributing actions and expenditure tables, and staff said the document and short and long versions are posted on the district website.
Trustees asked questions about metrics, parent communication and implications of state actions; staff said they will return with further details and a first-interim budget update. No board action was taken on the LCAP or the budget at this meeting; required public hearings were opened and closed with no public comments recorded.
The district will present the annual SELPA service and budget plan for adoption at the next board meeting and submit plans to the Orange County Department of Education and the California Department of Education as required.
