District reports search challenges for COO; director of facilities job description approved and sent to civil service

Unidentified Speaker 7 briefed the committee on recruitment for a chief operating officer (COO) and related facilities staffing.
The COO role was posted Nov. 5, 2024 and initially attracted 27 applicants (two internal). A phase-one screening produced four interviewees but staff did not recommend any candidate for further consideration. To broaden outreach, the district reposted the position on Indeed on Jan. 26; that posting drew 42 applicants but only one candidate had the relevant experience and that candidate did not appear for a scheduled interview.
Because the COO role covers multiple departments — security, food services, IT, transportation, facilities and operations — staff said they pursued creation of a director of facilities job to give dedicated capacity to facilities work while the COO search continues. The director-of-facilities job description went through multiple revisions with the city and local management union between October and February and was approved by district staff on Feb. 28; it is now with the city/civil-service process and was expected to be considered by the board after civil-service processing (staff referenced a March 26 civil-service timeline for final posting/consideration).
"We finally have a job description that is approved for a director of facilities. It is now in the hands of the city because it is a civil service tested position," Unidentified Speaker 7 said.
Staff said former COO Michael Carter has continued to provide transitional support but his involvement is winding down. Unidentified Speaker 7 said a plan for interim management will be presented to the board soon.
