Citizens oversight committee says Measure G and J bond funds were spent as intended

Jesse Alvarez, chair of the Measure G and J Citizens Oversight Committee, told the Anaheim Elementary School District board the committee’s annual report for July 1, 2023–June 30, 2024 shows expenditures aligned with the bond measures’ ballot language and with legal requirements. "Bond proceeds have been expended on projects set forth in the ballot measure," Alvarez said, adding that audits required by law have been completed.
The committee reviewed expenditures, performance audits, financial statements and reports on bond sales and use of proceeds, Alvarez said. Committee members visited construction sites, including the district’s Edison Research and Innovation Center, and noted project completions such as playground upgrades and the research center.
Alvarez also reported that committee review found no evidence that bond proceeds were used for teacher or administrative salaries, a central compliance point for the panel. The committee’s conclusion was framed against Article XIII A, section 1(b)(3) of the California Constitution, which the presentation cited in describing legal compliance.
The board thanked Alvarez and committee members for their oversight. The report was presented as an information item; no formal board action was required beyond receipt of the report.
