El Mirage reports full obligation of $11.94M in ARPA funds; city outlines infrastructure, public‑safety and housing uses

City staff reported to the El Mirage council on Dec. 2 that the city received $11,940,792 in State and Local Fiscal Recovery Funds (SLFRF) under the American Rescue Plan Act and has allocated those funds across infrastructure, public safety, community services and affordable housing.
Grants coordinator Martina Longoria reviewed allocations presented to council: roughly $6.72 million for infrastructure and equipment (projects cited included Northern Parkway, a 1,100‑square‑foot library expansion and the Hohokam Multi‑Use Trail), approximately $3.0 million for public safety investments (including the Police Neighborhood Enforcement Team, retention and vehicles), about $1.0 million for community services (a new senior‑center bus, meals and staffing), and $1.0 million set aside for affordable housing via a partnership with Maricopa County and the Newtown Community Land Trust; staff said five properties were purchased and sold to qualified buyers through that program.
Longoria told council the city had met federal timelines for obligation (12/31/2024) and expenditure (12/31/2026) and said the SLFRF balance was fully expended as of Nov. 30, 2025. "The City of El Mirage has fully expended the ARPA's state, local, fiscal recovery funds, having met the required deadlines," she said.
Council did not take separate action on the update; it was presented as part of the city manager's summary of current events. Staff noted reporting and compliance obligations remain for federal grants and that the single‑audit process was ongoing for some federal compliance items.
