Council accepts FY2025 comprehensive financial report after auditors issue clean opinion

El Mirage city officials accepted the fiscal year ended June 30, 2025 Annual Comprehensive Financial Report (ACFR) on Dec. 2 after auditors from Hinton Burdick issued an unmodified (clean) opinion and reported no findings on compliance or internal controls.
Finance Director Robert Wedig introduced the report and auditors. Crimson Singleton, a director at Hinton Burdick, told the council the audit was conducted under generally accepted auditing standards and government auditing standards and resulted in a clean opinion: “There’s an unmodified or, in other words, a clean opinion,” she said. She also reported no findings on compliance and internal controls and that the single‑audit work on federal awards was nearing completion.
Singleton summarized headline numbers from the ACFR: total net position near $250 million and an increase in net position of about $24.2 million for FY2025; general fund balance grew and the general fund cash balance was reported as strong relative to expenditures. Auditor commentary highlighted capital projects (Dysart Road improvements, water and sewer projects) and decreases in long‑term liabilities driven by scheduled debt service and pension/OPEB payments.
Councilmember Dorsey moved to accept the ACFR and Councilmember Winston seconded. The council voted to accept the report as presented. Officials said the city will submit the ACFR for award consideration (the report noted the city had won a Government Finance Officers Association award the prior year).
