The El Mirage Common Council approved a conditional-use permit Feb. 3 allowing a pet grooming business at 12030 West Thunderbird Road to deviate from certain Thunderbird Road overlay district requirements.
Planning staff explained the overlay promotes walkable streets, fronting buildings on the sidewalk, pedestrian landscaping, and placing parking to the side or rear of buildings. The applicant requested flexibility based on site constraints and argued that the proposed configuration improves pet safety by creating buffers from traffic and reducing escape risk.
Staff described the proposed building as a single-story, roughly 1,000-square-foot structure with four front parking spaces and landscaping to buffer nearby residences. The plans include annual inspections and adherence to comments from technical review memos.
Supporters from the public and council praised the project as a good use of a difficult site. Mayor Hermosillo moved to approve the deviation and Council Member Dorsey seconded; the motion carried by voice vote. Staff will continue plan review and inspection processes as required by the stipulations in the staff report.
