Owner ordered to reduce RVs or get permits; magistrate gives May 1 compliance deadline

Special Magistrate Amity Barnard found F Road Properties LLC owner Mark Kaiser in violation of ULDC 92-010 for having more occupied recreational vehicles on his property than allowed under the town's code.
Town staff testified that the 10-acre parcel was limited to four occupied RVs but that staff observed approximately eight on site. Kaiser acknowledged the excess, said he had paid for a 2025 permit that had not received inspections, and told the magistrate he planned to split the property and complete a survey to bring the site into compliance.
The town asked for a short compliance schedule and opposed a long seasonal extension. Barnard found a violation had occurred, entered the town's case file and gave Kaiser until May 1, 2026 to obtain the necessary permits or remove excess RVs. If the property remains out of compliance after that date, she ordered a $200-per-day fine beginning May 2 and assessed administrative costs of $234.05 for the Feb. 3 hearing.
Barnard said she was giving more time than usual because the owner had already begun permitting and survey work but cautioned that she would be less lenient in future repeat cases.
