El Mirage releases 2025 annual report and a popular financial summary

City Manager Crystal Dykes opened the presentation, saying she was "pleased to share the city's 2025 annual report," a full-color document that highlights the council's strategic priorities and projects completed last year. Dykes noted community events that drew strong participation and called the report a snapshot of the city's work.
Budget Manager Macy Walker introduced the popular annual financial report, saying the PAFR summarizes the city's more technical annual comprehensive financial report into an accessible format for residents. Walker described the PAFR as presenting fund balances, revenues and expenditures, debt per capita and historical trends in a concise way.
Key figures mentioned during the presentation include $1,000,000 in competitive grant funding secured in 2025 and a statement that local employers supported more than 5,200 jobs. Staff also highlighted public safety investments: the police department expanded its drone program by adding four new drones, trained seven drone operators, and reported 43 operational flights and 29 training flights during 2025. The city said the adopted budget for fiscal 2026 is about $3,800,000 lower than the prior year.
The presentation also recapped parks and recreation initiatives, including a new arbor walk at Basin Park opened during Earth Week 2025; the parks master plan development was described as including consultant research and resident feedback. Staff noted the city received a budget presentation award from the Government Finance Officers Association.
Walker said the PAFR and other financial documents are posted on the city's website for public review. Council members thanked staff for the work and suggested minor accessibility improvements (larger type) while praising the transparency the documents provide.
The presentation closed with the city manager thanking council and staff; no formal action was required on the report itself.
