Council removes City Center zoning district from code after last parcel rezoned

The Avondale City Council voted unanimously Jan. 26 to adopt a city‑initiated zoning ordinance text amendment that removes the City Center zoning district from the municipal code. Senior Planner Monica Smriti told council the district was added in 2009 and, over time, all parcels have been rezoned—most recently in November 2025—so the ordinance’s City Center subsection K and residual references should be deleted to maintain code accuracy.
Smriti said the Boulevard zoning district, adopted in September 2019, was intended to replace City Center in areas seeking a more urban core; because participation in the Boulevard zone was voluntary, pockets remained under City Center until recent rezonings to plan area developments (including Fuse 623 and the Avondale Tech Center). The change is administrative and intended to improve ordinance usability; staff reported the project met public‑notice requirements and the Planning Commission held a public hearing on Dec. 17, 2025, where no discussion took place and the commission voted 6‑0 to recommend approval.
Council closed the public hearing and approved the ordinance 7‑0. Staff recommended authorization for the mayor and city manager, city attorney and city clerk to execute necessary documents to implement the amendment.
