Deerfield trustees approve ordinance to allow hotels to sell packaged alcohol with new Class F1 license

The Village of Deerfield board on March 3 approved an ordinance amending municipal code section 3‑8 to permit the sale of packaged alcohol at hotels through a new Class F1 licensing overlay.
Staff told the board that the Class F1 license is available only to hotels that already hold a Class F license; the $200 add‑on fee would be assessed in addition to the existing $3,000 Class F license fee. Staff said four hotels currently hold Class F licenses and therefore would be eligible to seek the overlay; some hotels (for example, Motel 8 or Red Roof) were identified as not qualifying because they lack a staffed bar or restaurant.
Security for packaged sales is limited in the ordinance to a locked cabinet or cooler; staff said cameras are common in hotel pantry areas but are not an additional legal requirement in the ordinance. Trustees asked whether the hotel convenience area must be staffed 100% of the time; staff said the locked cooler requirement and standard licensing checks apply and staff would review proposed setups as part of permit or licensing applications.
The ordinance passed on a roll call vote with the trustees and mayor voting yes.
