The Baltimore City Board of Estimates on Dec. 17 noted an emergency procurement with Guidehouse Inc. valued at $486,512 to provide temporary senior accounting expertise and audit support for fiscal year 2025. Joanna Mosidis, deputy director of the Department of Finance, said the consultants will assist with cash and bank reconciliations, corrective action plans, subaward setups and Workday reporting to meet year-end audit deliverables.
Comptroller Henry asked for more detail about the emergency procurement workflow and whether the council president and comptroller have visibility into requests before departmental approval. City staff described the Workday emergency-procurement process: requests enter a workflow involving BBMR, the city administrator, procurement and other offices; the director of finance signs approvals and post-approval notifications are visible to council and comptroller. The city administrator said the process now includes more review and that the board will be notified when emergency procurements are noted at the meeting.
The board had no additional objections and the emergency procurement was placed on the record. Additional oversight and reporting steps were described as part of normal post-approval processes.
