The Salem Lakes Economic Development Committee voted to recommend that the Village Board authorize staff and legal counsel to begin developing intermunicipal cooperation agreements and other legal instruments necessary to create a road consortium with interested neighboring communities. The committee approved the recommendation by voice vote after extended discussion about requirements and timelines.
Committee member Mike told the group, “We're at a place now where I'm asking for authorization to allow staff and legal to pursue this further and follow this timeline that they've set out.” Members discussed Department of Revenue requirements, the need for a unique FEIN for the consortium, and completing the SL-405-style breakdown of expenditures the Department of Revenue expects. Brian said an IGA and an organizational structure are critical: “I call it an island with the FEIN number. That's critical because without that, it doesn't work.”
Trustee Polley moved that the EDC recommend the Village Board authorize staff and legal counsel to begin development of the intermunicipal cooperation agreements and other legal instruments necessary for the creation of a road consortium with other interested communities; the motion carried by voice vote. Committee members flagged staff workload and timing concerns and agreed to form a small staff subgroup to meet weekly if the board approves further steps.
Members emphasized balancing speed to capture possible start-up or innovation grant funding with careful review. When asked whether an IGA must be submitted with the grant application by the 30th, a staff member answered simply, “Yes,” and committee members discussed the prospect of calling a special meeting if an application deadline nears.
Next steps: if the Village Board accepts the EDC recommendation, staff and legal will proceed to draft IGAs and associated documents, assemble expenditure breakdowns for SL-405 (expenditure reporting) and evaluate staffing capacity; the EDC plans to provide updates to the board at subsequent meetings.
