Finance Committee forwards multiple contract awards, lease and diversion funding to governing body

Lease with Girl Scouts: Jason Sanchez, Community Recreation and Events, said the city has leased Camp Carefree to the Girl Scouts for decades and recommended returning to a multiyear agreement after a one-year lease last year. The lease covers 45.93 acres near the former Round Top Water Treatment Facility, carries annual rent of $100 and is for five years with an option to renew for an additional five. The committee moved and voted unanimously to recommend approval to the governing body.
Juvenile diversion funding: Jay Sullivan, Director of Youth Alternatives, said contract modification No.1 (contract 8111) would add approximately $78,000 in revenue from the Laramie County Juvenile Services Joint Powers Board to hire an additional caseworker and handle increased diversion cases, which Sullivan said typically include child neglect matters. The committee moved to approve an amount of $78,175.65 and unanimously recommended it to the governing body.
Public-works and parks contracts: The committee accepted low bids and recommended awards for multiple infrastructure projects: - Dry Creek Restoration Project (Phase 1): Full Tilt Services (listed in the bid as FenceTrak Inc. doing business as Full Tilt) was the low bidder; the accepted amount was not to exceed $458,282.50. Staff said work should start in the April construction season and finish before Frontier Days, and the contract completion date on the bid package shows 06/30/2026. - North Cheyenne Community Park drainage improvements: Mechanical Systems Inc. (MSI) was recommended for a not-to-exceed amount of $121,606 to address standing water that has affected roughly 1,700 youth soccer participants; staff said the project would be funded with park infrastructure fees and aimed for completion by April 2026. - Parsley Boulevard Greenway Connectors: Dave Miller and Sons was recommended as low bidder for a not-to-exceed amount of $228,970.80 to extend a greenway to tie into existing city sidewalks; council members emphasized safety and community connectivity.
Each of the items above was moved, seconded and the committee chair reported unanimous committee votes to forward the recommendations to the governing body for final approval.
