Committee moves annexation, zoning and ADU changes to council after brief staff reports

The City of Cheyenne Public Service Committee voted to recommend several land‑use measures to the full council.
Planning staff presented an annexation on third reading for tracts east of Converse Avenue (north of Walmart). "There has not been any additional public comment on this item," Planning staff said, and committee members moved to recommend approval.
The committee also approved the zoning map amendment to assign agricultural (AG) and medium‑density residential (MR) designations to the annexed land. "This assigned zoning goes along with that annexation," Connor White of Planning and Development said.
On accessory dwelling units (ADUs), planning staff Seth Lloyd summarized an amendment to the Unified Development Code to remove the owner‑occupancy requirement and allow parking to be satisfied anywhere on the lot. "ADUs allowed with no owner occupancy requirement," Lloyd said; the ordinance had previously passed second reading and the committee moved to recommend approval on third reading. One committee member cautioned that removing owner‑occupancy could increase rental conversions and affect neighborhood maintenance.
