Council approves River Sweep, art show and expanded Pyrex festival with police staffing at chief's discretion

The Havre de Grace council on Tuesday approved a package of special events and discussed police staffing for an expanded Pyrex & Vintage Fest footprint.
Under the consent calendar the council approved River Sweep (April 25) and the Havre de Grace Art Show (October). The council also approved two dates for the Pyrex & Vintage Fest — April 25 and Sept. 26, 2026 — and an expanded footprint that would include parts of North Washington Street and Pennington Avenue. Organizer Jolene Forrester said the festival typically hosts about 60 vendors and estimated up to about 2,000 attendees for the expanded footprint.
City staff noted that no request had been made by the sponsor to reimburse the city for police department costs. The police department’s special event review recommended four officers given the larger footprint and four major traffic posts the department would need to staff. Council president moved to approve the events with policing left to the discretion of the police chief and to require event amendment if alcohol would be served on the street; the motion passed 6‑0.
Next steps: the event sponsor will work with police to finalize staffing and amend the special‑event application if alcohol service on the street is proposed.
