Commissioners approve multiple procurement awards, sole-source maintenance contracts, wastewater repairs and 911 staffing measures

Purchasing staff recommended awarding PUR1783, a facility design services requirements contract, to L.S. Grama Consulting Engineers of Hagerstown for unit-priced services (proposal cited at $81,360); the board moved and approved the award by voice vote recorded as 4-0.
The board also approved POR1677, an Oracle Fusion consultant contract with Cherry Road Technologies (Parsippany, N.J.) for human-capital management implementation at a proposal amount of $158,100.
For emergency communications, the board authorized a sole-source procurement (PUR1796) for NICE recorder maintenance support totaling $213,546 over three years; staff cited Code of Local Public Laws provisions authorizing sole-source procurements when compatibility is paramount and noted four-of-five commissioner approval is required; the motion passed 4-0.
Public-works and water-quality staff reported deterioration of rotating filter support rollers at the Smithsburg Wastewater Treatment Plant. Deputy Director Joe Moss said Aqua-Aerobic Systems recommended full replacement of the filters (including controls and instrumentation) and outlined constraints such as the need to create a new wall opening and temporary filters during construction. Moss estimated a design fee and associated work at about $731,000 for the immediate change-order effort.
Moss also sought and the board approved a sole-source service proposal with GEA Engineering for centrifuge maintenance at the Conococheague plant (major service $43,001.41; minor service $11,004.65); commissioners voted 4-0.
On public-safety staffing, Chip Rose and Alan Feeney sought approval to repurpose a vacant 911-dispatcher position into a second training coordinator to increase dispatch academies; the board approved the repurposing 4-0. The board also approved an amended hiring-bonus program offering $10,000 for fully trained certified dispatchers, paid $5,000 upfront and $5,000 after three years, to help recruit and retain staff.
All motions reported in the transcript were seconded and carried by voice vote with a 4-0 tally where a numerical result was recorded.
