Citrus Heights panel approves Sam’s Club fuel-station expansion at Greenback Lane

The Citrus Heights Planning Commission on Sept. 9 approved a use-permit modification for a Sam’s Club fuel station at 7147 Greenback Lane that will add two pump islands, extend the existing canopy and close a Fountain Square Drive driveway.
Associate planner Stephanie Louie told commissioners the project “will help reduce queuing and backup within the site, particularly during peak fueling hours.” The proposal also includes landscaping, paving, restriping and a lot-line adjustment required as a condition of approval.
Louie said the site is zoned shopping center and that the existing fueling station originally received approval in 2000; the current proposal triggers a modification to that prior use permit. Staff noted the expansion does not add diesel or alternative fuels and described the station as members-only, which staff said would keep traffic impacts consistent with current conditions.
Commissioners pressed staff on parking. Louie said the zoning ordinance originally required about 580 parking spaces; the staff report lists the current proposal at 626 spaces and records existing stalls as 702. Staff explained the project would reduce the total number of stalls on the site from the recorded 702 to 626 but still exceed the ordinance-required total.
Daniel Kerr, the city engineer, addressed stormwater and said existing storm drains and an on-site water-quality feature will be used for the project. He said detailed maps, drawings and hydraulic calculations are generally provided at the improvements phase rather than at concept approval.
After discussion, Commissioner VanDuca moved to adopt Draft Resolution 2025-02 determining the project is exempt from the California Environmental Quality Act under Sections 15301 (existing facilities) and 15302 (replacement or reconstruction) and to approve the use-permit modification subject to the staff report findings and conditions. Vice Chair Flowers seconded and the commission voted to approve the motion.
The approval includes a required lot-line adjustment (a separate application) and conditions detailed in the staff report. Members of the public were not registered to speak on the item during the hearing.
Decisions by the commission may be appealed to the City Council by filing a written notice of appeal and the appropriate filing fee with the city clerk no later than 10 calendar days after the determination is made.
