"To me, this is — I mean, we're in 2026 now. We should be doing a lot better job of taking care of our employees," the official said, arguing the policy would improve recruiting and retention.
City staff said the change would be largely cost‑neutral because employee salaries are already budgeted for the year and other staff would cover duties while someone is on leave. The official said he would circulate a draft policy to council members and planned to return the item for discussion at a future meeting.
