One floor speaker urged stronger guardrails and close Senate vetting to ensure quality assurance. Floor managers said the bill requires regular and substantive interaction between students and instructors as a quality safeguard and noted sponsor commitments to VA approval and oversight.
The House suspended the rules and the measure passed by voice and unanimous consent in the chair’s opinion; recorded procedural votes were held where indicated and later announced as affirmative. The bill will be transmitted to the Senate for further consideration.
