Council approves payment-kiosk contract, utility easement and facility contract in unanimous votes

The Victorville City Council unanimously approved a group of operational contracts and easements on Feb. 3, moving to restore in-person utility payment kiosks, formalize an easement for power distribution in a new residential tract and replace flooring at City Hall.

City staff recommended a three-year SaaS and service agreement with CityBase Inc. to reimplement and maintain utility payment kiosks at City Hall, the library and the Cook Community Center. The clerk’s reading of the recommendation said the agreement is not to exceed $171,240. Council members expressed support for adding kiosks at library and community-center locations to increase access to bill-pay services for residents.

Council also granted an exclusive utility easement to Southern California Edison on assessor’s parcel number 3133-341-67 to allow distribution infrastructure for homes in a Monte Vista Road/Luna Road tract. City staff explained the easement is standard to facilitate service installations to the new subdivision ahead of final home construction.

Separately, the council awarded a public-bid contract for the City Hall second-floor carpet replacement project (CC26-060) to Perfection Paint Corporation as the lowest responsive bidder in the amount of $178,500. Council discussed a $14,000 moving-cost line item and staff explained in-house staffing constraints made outsourcing preferable to avoid delaying other projects.

All three items passed on unanimous voice or roll-call votes with no recorded dissents. The council directed staff to execute the CityBase agreement, finalize the easement documentation with Southern California Edison and proceed with the carpet contract award consistent with the agenda recommendations.
