Canton council approves hires, contracts and final sewer pay request pending insurance check

The Canton City Council on Monday approved a package of routine personnel hires, contracts and project payments and set a condition for the final Beavercreek trunk sewer payment pending receipt of an insurance check.
City staff presented Pay Application No. 12 (final) for the Beavercreek trunk sewer project and said the request included prior retained amounts and a $33,000 deduction for liquidated damages. “The total amount due is $238,987.59,” an agenda reader stated.
Staff also reported that First Rate, the contractor identified in the pay application, had submitted the claim to its insurance company and that a release signed by city staff meant insurance payment was forthcoming. “I signed the release, today, so we will be getting a check from their insurance company,” a staff member said during discussion.
Council approved the final pay application on the condition the city has the insurance check in hand before the mayor signs the final documents.
On personnel, the council approved the recommended hires of two full-time police officers: Sebastian Bastida (grade 12, step 1; listed in the agenda at "$29.00 9 per hour" and a six-month probationary period) and Nash Leninger (grade 12, step 2; $29.85 per hour and a six-month probationary period). Both hires were approved by roll call.
Council also approved the 2026 bridge inspection resolution required by the Federal Highway Administration and agreed to pay the city's 20% share of inspection costs. The council awarded the bid for a new loader to RDO (purchase price $282,000 with a $194,000 trade-in for a net of $88,000) and authorized the mayor to sign the purchase order to initiate the six-week ordering process.
Other approvals included revised annual liquor and wine operating agreements (liquor markup reduced from 10% to 5 percent), an updated contract with Freberg Nelson for attorney services at $225 per hour for 2026, and an updated intergovernmental contract with the South Dakota Public Assurance Alliance.
All votes recorded during these agenda items were carried by recorded ayes from the voting members present.
