Speaker 7, a consultant presenter, walked members through typical treatments at West Street, Rosemary Street and Great Plain Avenue, describing four‑quadrant vehicle gates with pedestrian gates set behind sidewalks, curb extensions to create room for equipment, and relocation of a utility pole where the warning devices conflict with existing infrastructure. "We've installed 4 quads, 4 gates, and then a PED gate at each one of those," Speaker 7 said while describing West Street, and added the design maintains 10‑foot travel lanes with two‑foot shoulders in most locations.
The consultants described a combined gate‑cantilever structure at Rosemary and Great Plain Avenue — a configuration Keolis had not previously used but, according to the presentation, has granted permission for in Needham. Speaker 8 said the diagnostic team and the Manual on Uniform Traffic Control Devices (MUTCD) supported cantilevers for locations with vertical grade or visibility concerns.
Signal‑house (bungalow) sizing and detection were discussed in detail. Consultants said Rosemary may reuse an existing signal house but Great Plain likely needs a custom, longer house. On vehicle detection, they warned tight rail geometry at West Street could limit loop detector placement "if it gets too tight," requiring coordination to place loops where lane width permits.
The group also examined pedestrian preemption timing. Speaker 8 said their analysis showed intersections required between 47 and 48 seconds of preemption to fully serve pedestrian phases, but the railroad typically provides 45 seconds of preemption to account for a five‑second buffer; to stay within MBTA requirements the team proposed reducing pedestrian time by three seconds at each intersection. "We can only, truthfully, get 45 seconds from the railroad because they have 5 seconds of what they call buffer time," Speaker 8 said.
On technological choices, consultants described scissor/non‑liftable pedestrian gates as an emerging option but warned that if such gates become stuck the roadway gates would also be locked down, potentially preventing emergency services from moving vehicles. "There's still that consideration," Speaker 8 said, noting emergency‑services acceptance would be required before proceeding with non‑liftable designs.
Next steps: consultants plan to submit the 30% set to Keolis, allow one month for comment, then pursue roughly three months of final design and a subsequent Keolis review — about five months to final plans from the meeting date if no major comments arise. The group asked consultants to provide the 4‑lane alternative plans and to confirm signal‑house layouts, detection details and a refined cost estimate to support warrant deadlines and town meeting planning.
No formal vote was taken on the design items. The working group agreed to reconvene after receiving the refined 30% materials, cost estimates and outstanding coordination items with MBTA/Keolis.
