Temecula council creates General Plan Advisory Committee and narrows selection process after debate

The Temecula City Council voted unanimously on Aug. 12 to establish a General Plan Advisory Committee (GPAC) to guide the city’s multi‑phase general plan update. Staff described the GPAC charge as advising on land use, circulation, housing, public safety and parks; the work will last about 12–18 months with the first meeting expected in October 2025.
Under the approved direction, recruitment will run Aug. 15 through Sept. 15, with council appointments targeted for the Sept. 23 meeting. The council agreed to a structure that includes five council‑selected appointees and additional seats allocated to organizational stakeholders and at‑large community members, aiming for a 20‑member body. Terms are set to begin Oct. 1, 2025 and run through Dec. 31, 2026, with extensions possible if work remains incomplete.
Public commenters urged the council to prioritize workforce and attainable housing and to recruit a diverse set of voices. Resident Laurel Lamont told council that workforce grocery clerks, teachers and janitors cannot afford to live in Temecula and urged the GPAC to treat housing as an integral, cross‑cutting element of the plan.
Council members debated appointment mechanics. Mayor Brendan Kalfas said he opposed handpicked commissioner appointments on optics grounds, while other council members argued direct picks help secure diverse viewpoints that might otherwise be excluded. Staff said the council would receive application packets organized to identify organizational affiliations and recommended stakeholders; council members asked for stakeholder interviews where needed.
The council directed staff to proceed with the recruitment and to present applications in a manner that highlights applicants’ organizational affiliations and stakeholder status. The motion to establish the GPAC and authorize recruitment passed 4‑0.
