Mendocino LAFCO names a delegate to a CALAFCO special meeting and backs allowing executive officers to vote

The Mendocino County Local Agency Formation Commission selected a voting delegate to represent the commission at the California Association of LAFCOs (CALAFCO) special board meeting scheduled for Feb. 23 and voted to support a proposed governance change that would permit executive officers (EOs) to serve as voting members on the CALAFCO board.

Staff summarized the CALAFCO proposal, which would expand representation by moving from four regions to more regions (reported as nine) and by opening eligibility for board seats to executive officers rather than limiting them to regional officers. Supporters said allowing EOs to serve as voting members would broaden participation and tap staff expertise, particularly for rural counties that have not regularly had commissioner representatives on state-level panels. Opponents warned that long-serving executive officers from larger LAFCOs could dominate decision-making and urged caution.

Commissioner statements captured both perspectives. Commissioner Ward said he did not want to support executive officers serving as board members because "they've got too much control anyway" and expressed a preference for commissioners to continue to serve as the voting representatives. Other commissioners argued an EO could better represent county interests and keep the commission informed about statewide work.

The commission nominated a delegate (recorded in the minutes as "Marie") to attend the Feb. 23 CALAFCO special meeting via Zoom and to canvass the commission as needed. A roll-call vote approved naming the delegate and recorded the commission's support for allowing executive officers to be voting members on the CALAFCO board.

Staff will provide meeting materials and the nominated delegate will participate in the Feb. 23 session on behalf of Mendocino LAFCO.
