The Tulare City Council voted to adopt a fifth amendment to the city manager's employment agreement Tuesday after a brief recess to clarify the fiscal impact.
The amendment, presented by HR, calls for a 3% cost-of-living increase to the manager's base salary and a one-time performance payment of $2,500, effective Feb. 7, 2026. Human Resources noted executive-level staff had already received a 3% cost-of-living increase effective Dec. 27, and executives are eligible for the same one-time performance compensation.
Fiscal clarification: Council members questioned a fiscal-impact figure in the staff report. After a short recess to reconcile the numbers, Assistant City Manager Thomas Keffer read into the record that funding for the item was included in the FY2026 budget and that the funding obligation for the remainder of the fiscal year is $5,779.26 (which includes the one-time payment).
Vote and abstention: Mayor Isherwood moved adoption of the amendment; the motion was seconded and carried. One council member recorded an abstention for the record.
