Committee approves conditional use permit for vocational school at 814–824 Glen Flora Avenue

The Waukegan Community Development Committee on Feb. 2 approved an ordinance granting a conditional use permit to establish and operate a vocational school at 814–824 Glen Flora Avenue.

The permit authorizes expansion of an existing HVAC technical program and the addition of electrical and plumbing training at the Glen Flora address under the same ownership. A motion to approve the ordinance was made and seconded and passed in roll call.

An applicant representative described the plan as an expansion of training offerings, saying, “What we're planning on doing is, we're expanding. There is an HVAC technical program already in order with the city, and what we're looking to do is expand on that program. So we'd like to also bring an electrical program and a plumbing program to the city as well.” The representative said HVAC operations will remain at their current location while electrical and plumbing programming would be housed at 814–824 Glen Flora.

Committee members raised parking as a concern. The applicant said they have been negotiating off-site parking and expected a lease agreement to be sent to the other party the next day, adding they were “assured by the end of the week, we should have come to an agreement with that parking lot.” The moderator responded that the city would assist where needed.

The motion passed in roll-call voting recorded by the clerk. The committee did not attach additional conditions in the meeting record; city staff will proceed with the permit process as approved.

The committee moved on to other agenda items following the vote.
