County staff presented four properties to the Harrison County Commission on Dec. 3 for emergency nuisance declaration under the International Property Maintenance Code, citing two burned structures and an abandoned house adjacent to Wallace Park that has experienced vandalism and trespassing.
“This house needs to be taken down,” a staff member said about 6757 Mount Clare Road, noting the owner lives out of state and has agreed to sign necessary documents. Commissioners approved a motion to declare properties A–D as emergency nuisances so county abatement could proceed and funds would be used to address the hazards.
For 6757 Mount Clare Road commissioners approved an access and remediation letter agreement; staff said the owner signed and agreed to a lien on the property. Commissioners noted abatement costs would be charged to county funds and that some properties had been burned, reducing cleanup complexity in those cases. The motion to declare the properties an emergency nuisance and to approve the remediation agreement carried by voice vote with no dissents recorded.
Staff requested direction for a broader review of rail-trail adjacent backyards and nuisance conditions along trails; commissioners asked solid-waste and code enforcement staff to survey the trail corridors and report back on required cleanup or enforcement actions.
