Harrison County adopts rail-trail maintenance standards; Thrasher gives March bid timetable for Route 19 segment

The Harrison County Commission voted Dec. 3 to adopt rail-trail maintenance standards and asked staff to work with consulting firm Thrasher for final adjustments.
A Thrasher representative (Biller) updated the commission on multiple trail projects. “The Route 19 at Reynoldsville, the mapping has been completed. The survey has been completed … we’re looking at a probably a March bid for that,” the consultant said, adding that two Department of Highways approvals could slow parts of the work and that the team is considering splitting bid packages to expedite construction.
Mapping for the Mount Clare to Lost Creek segment is complete and staff expected the field survey to finish in the coming weeks, the consultant said. The consultant also reported progress on the West Fork Bridge design and abutments, and warned of an anticipated DOH review cycle for the bridge submittal.
Commissioners instructed staff to partner with Thrasher to fine-tune the maintenance standards and to bring consistent specifications to the next agenda. The motion to adopt the maintenance standards carried on a voice vote with no opposed votes recorded in the public transcript.
