Kathleen Bridal, assistant corporation counsel for the City of Norwalk, told the Public Works Committee that the Norwalk Housing Authority requires a subordination agreement before it can file an Environmental Land Use Restriction (ELUR) application with the Connecticut Department of Energy and Environmental Protection (DEEP) for property at 20 Day Street. Bridal said the city's legal interest in the property is limited to sidewalk easements and that subordination allows the ELUR to take priority over small municipal interests.
Committee members asked clarifying questions about the easements, and staff described this as a routine step in similar environmental filings. The committee voted to authorize the mayor to execute the subordination agreement and related instruments.
