Caltrans, MTA and regional agencies give updates: funding, electric buses, sea-level study and grants

At the Feb. 2 Mendocino Council of Governments meeting, agency representatives provided a series of operational updates and announcements:
Caltrans District 1 (Tasha Ostrin) flagged current funding opportunities, including the Build Program (application deadline Feb. 25) and the upcoming Prop 4 urban greening guidelines (estimated $100 million in programs). District staff said they are developing corridor management plans for US-101 with stakeholder consultations in March and public outreach in April, and noted state budget shifts have required moving project schedules in some cases.
Mendocino Transit Authority reported it expects delivery of six new all-electric buses (three 35-foot and three 26-foot shuttle-style vehicles) within two weeks. MTA staff described the arrivals as part of a fleet electrification effort.
MCOG planning staff reported that the sea-level-rise roadway impact study consultant has launched community engagement and a project-specific survey; community workshops are planned and staff aim to identify five priority sites for further study by the end of the first quarter.
MCOG staff also said the agency submitted a Sustainable Transportation Planning grant application to Caltrans for a corridor study in the Willits area aimed at evaluating intersection solutions and potential road-diet options; award decisions are expected in May.
Northern Rural Energy Network described updated rebate offerings published on its website, planned contractor training on heat pumps in March, ramped-up outreach, and ongoing workforce and budget planning for 2028–2031.
Staff and directors reminded the board that FM3 polling of unincorporated-area voters showed about 67% support or leaning support for a proposed transportation sales tax measure; FM3 will present findings at the County Board of Supervisors meeting on March 10.
