Council approves easement to connect infrastructure at former SM Energy well site

Roosevelt City Council voted unanimously to approve an easement that will allow a proposer identified in the meeting as UNO WACS to connect new infrastructure to a recently acquired SM Energy well pad.
Joe, the presenter for the proposal, told the council the preferred route would follow an existing access road and avoid intruding on pivot-irrigation equipment. "The short version of this is this proposal is part of that original agreement," Joe said, describing changes that moved the line to a shorter run and that would connect into existing city infrastructure. He said the project team was planning a depth of cover "of about 36 inches, which is normal standard operating procedure," and that "within the pivots, it may have been up to 48" inches if the council preferred deeper burial there.
City staff and utilities personnel asked about site-specific constraints. A staff participant, Drew, urged coordination to locate shallow pivot lines; the presenter said the company would "absolutely initiate 1 calls and maintain that protocol." The council also heard that Grant had reviewed the contract and found it acceptable for council consideration.
Councilmembers moved to approve the change with the condition that the proposer work with staff and utility-locating services before construction; the motion was seconded and carried by voice vote.
Next steps: staff will coordinate marked utilities and finalize the contract details with the proposer before field work begins.
