Gilpin County hears Workforce Colorado briefing, authorizes chair to sign Tri‑County MOU

Workforce Colorado told Gilpin County commissioners on Jan. 27 that the public workforce system serving Jefferson, Clear Creek and Gilpin counties connects job seekers, employers and education partners and provides both virtual and in‑person services.
"We are housed under the Department of Labor," Michelle Foley said, outlining the state governance structure and the system’s regional services. Foley said workforce areas in Colorado operate under the Colorado Workforce Development Council and that the regional rebrand to "Workforce Colorado" is intended to make services easier to find for residents and businesses.
The presentation cited statewide and local figures: Workforce Colorado reported a statewide return on federal workforce investment, several million dollars in local economic activity and, for Gilpin County specifically, said 517 unique residents were served between 2020 and 2023; 61 received staff‑assisted one‑on‑one services and 13 were enrolled in workforce programs. Foley encouraged county staff and local employers to use employer talent development programs and upcoming hiring events.
After questions about Gilpin‑specific data and school outreach, the board considered resolution 26‑008, authorizing the chair to sign the Tri‑County Workforce Area memorandum of understanding (MOU). Staff said the MOU is funded with federal dollars and participation is required for some programs the county administers or refers to (including aspects tied to TANF eligibility and job‑search support). The board voted 3–0 to authorize the chair to sign the MOU.
The authorization does not require a county cash contribution, staff said; commissioners and staff discussed follow‑up to improve local reporting and service connections so Gilpin residents can more easily access coaching and in‑person support.
