The proclamation, read aloud by Yancey, cited Optimist International’s history and scope, saying there are "about 2,000 optimist clubs with more than 40,000 members" that carry out "more than 6,500 service projects" reaching "6,000,000 people a year." The mayor declared the month in the city to "instill pride in our city's optimists for accomplishments and for the impact they have to truly make a difference in others' lives."
Drosfus urged residents to join observances for Black History Month at the next regular meeting and noted that the school district and public library will host related events. "I would like everyone to join me for celebrating Black History Month," she said.
An Optimist Club representative thanked the mayor and council for the proclamation and described the club’s local activities, saying the Copperas Cove club recently marked about 20 years of service. The representative listed community support efforts — including hospital assistance, programs for families with sick children, and scholarships — and said the club gives awards that send winners to national events. "We give out about 10,000 every year supporting the hospital," the speaker said, adding the club awards what the transcript lists as "2 $1,000 scholarship[s]" for graduating students and is launching a child-health program.
Earlier in the meeting an unnamed staff member thanked the mayor and council for supporting the city team during a recent winter storm and said the event occurred "mostly without any major incidents."
The mayor concluded the workshop at 5:51 p.m., noting the regular council meeting would begin at 6:00 p.m.
