The Copperas Cove City Council on Feb. 3 opened the first of two public hearings required under state law on a voluntary annexation request by Big Divide Investments LLC.
Bobby Lewis, the city’s development services director, described the request as a voluntary annexation of a 36.55-acre tract that is part of a larger, roughly 340-acre parcel near the east side of Big Divide Road and north of Clayton Ranch Phase 2 in the city’s extraterritorial jurisdiction.
Applicant Josh Welch told the council his request is largely administrative: the tract was not previously annexed while properties around it had been, and the annexation would align city boundaries ahead of forthcoming zoning considerations. "I think this more of a housecleaning item more than anything else to go ahead and get this piece annexed," Welch said.
City council opened the hearing to public comment and received Welch’s remarks; no further public comments were recorded. City staff said this was the first of two hearings required by the Texas Local Government Code and that no action would be taken until after the second hearing, which is scheduled for Feb. 17, 2026.
The hearing record will be continued at the next scheduled public hearing, at which the council may receive additional public input before any formal vote or action.
