Commission recommends denial of Norwich Street rezoning after neighborhood safety concerns

The Glynn County planning commission voted unanimously to recommend denial of a request to rezone a 0.11-acre parcel at 3800 Norwich Street for up to 10 residential units.
Senior planner Christina Wright presented the application (ZM25-373800) as a plan development to redevelop a vacant commercial building into multifamily residential units. Agent Marshall Bruce Garrett said the proposal would convert a former commercial site into multifamily housing, with parking provided by a recorded parking declaration.
Stacy Collins, a nearby property owner and business operator, urged denial. Collins described ongoing crime and safety problems in the area and said she thought 10 residential units would exacerbate those issues, calling the plan "a glorified rooming home." "I don't see any way that 10 residential housing units can be put across the street... That is just a glorified rooming home," Collins said.
Commissioners expressed concern about neighborhood character and public-safety impacts described by Collins and others. After brief discussion, the commission voted 6-0 to recommend denial. The matter will proceed to the Board of Commissioners for final action following the planning commission's recommendation.
